Liverpool City Region Imaginarium Partners Event: Report of Findings

On 1st October 2025, 35 organisations from across all six boroughs of the Liverpool City Region came together for the LCR Imaginarium Partners Event – a landmark gathering to explore how we can build a civic home for imagination and change.

The event brought together leaders, innovators, citizens, and practitioners from health, housing, education, social enterprise, research, local government, and the private sector. Together, they explored how community ideas can become collective action and how imagination can be used as a method for transformation.

The day was described as hopeful, creative, and energising. Participants shared a common belief that our region is ready to do things differently – to create a space that unites people, ideas, and organisations in pursuit of a fairer, healthier future.

Key Themes

The report highlights five themes that emerged from the event:

  • Inclusion and Belonging – ensuring everyone feels represented and has a voice.
  • Citizen-Driven and Community Ownership – putting people and communities at the heart of change.
  • Collaboration and Cross-Sector Partnerships – connecting ideas and organisations across boundaries.
  • Shared Vision and Values – rooted in trust, creativity, fairness, and joy.
  • Energy, Assets, and Next Steps – partners offering their heads, hearts, and hands to bring the Imaginarium to life.

What Happens Next

Building on this momentum, the next phase of development will include:

  • Citizen Roadshows – gathering public perspectives and ensuring grassroots ownership across all six boroughs.
  • Founding Circle – forming a diverse group of citizens and partners to shape the structure and governance of the Imaginarium.
  • Programme of Activities – scheduling a coordinated series of events to prototype the Imaginarium itself, exploring and testing its models, methods, and ways of working in practice.
  • Communications Plan – sharing stories, progress, and opportunities for wider involvement across the region.

This marks the beginning of an exciting journey to reimagine how change happens - powered by people, partnerships, and shared purpose.
