Liverpool City Region Imaginarium: Insights from Citizens (Report)

We’ve just published our new report: Liverpool City Region Imaginarium – Insights from Citizens.

The Imaginarium is a community-led, grassroots civic “think and do” - designed to create space for people to imagine the future of their communities and turn those ideas into action.

Over the past few months, 343 people from across the Liverpool City Region have helped shape the early development of the Imaginarium.

What they told us matters.

People spoke about the reality of life in their communities - cost of living pressures, mental health challenges, loss of community spaces, and a lack of opportunity. But they also shared something else: a strong desire to be part of the solution.

When asked what would make the biggest difference, the focus wasn’t on services alone. It was on:

  • Stronger community connections
  • Safe, welcoming spaces - especially for young people
  • Trustworthy, responsive public services
  • Real opportunities for people to shape change

Importantly, over 60% said they would definitely take part in the Imaginarium.

This report will directly shape our next steps.

We’re using these insights to co-design the Imaginarium with citizens - ensuring it is accessible, inclusive, and focused on turning ideas into action. That means creating clear routes for people to influence decisions, building confidence and capability, and working differently with partners so that participation leads to real change.

This is about putting citizens at the centre - not as consultees, but as partners in shaping the future of the Liverpool City Region.
